Growth of Tuition and Fees Lowest of the 15 Most Expensive State Systems

PA has one of the 15 most expensive state systems for higher education in the country.  However since 2000 and between 2004-05 and 2009-10, PA had the lowest growth in tuition and fees for resident undergraduates, well below the national average for increases in tuition.
